The PO Order History table tracks Purchase Orders over time. That is, it is a record of current and all prior states for each PO line. To clarify, a PO “changes” using either the PO Maintenance function or via a PO Receipt.

This is an Accumulating type Fact Table. Each row will contain and effective start date and effective end date column.
