If a language is based on English, it is based on the hard-coded screen literals. However, if you are creating a language based on a primary language other than English, it is based on a language pack delivered with PRECISION. Therefore, in addition to the steps in Creating a Language Based on English, specify the relevant primary language using the LANGUAGE_<LANG_CODE>_BASED_ON system value.
