Rules When Sending Messages
For a message to be sent, the new status must be included in the system value in
Generate Response Statuses. However, when an initial request is submitted to create a transaction and run compliance, a response is always sent and the system value is not considered.

Note: The ComplianceResponse message is sent as the response to the createshipment message and the ProcessCompliance message. The only exception is on initial creation of a shipment. In this case, the SPSResponse message is sent as a response to the createshipment message.
