  1. While I see this as value added (Digital Learning), it seems as if all courses have been moved to ‘Digital Learning’ which is billable. Prior to ‘Digital Learning’ these courses where available for uses as non-billable.
    Is there any reason a benefit to users which was formerly non-billable, appears to be wrapped into a billable feature?
