No.  ATP is a single level drilldown.  You are basically looking at a mini MRP run every time to do what you say.

So basically if I understand what you are saying is there is no way anyone can customize to do what I explain above ?

No.  I could probably be written as a customization but depending upon the size of your BOM's could also be very slow.  Basically it would first need to check what you are short of at the first level.  Say you need 100, but you only have 60 available and no work orders.  Then it would need to blow down one level and check each component.  For any not having enough to build the 40 short it would need to then repeat the above process.  Also what happens if one of the sub components is used on multiple items you could be taking materials thinking thay are available when in reality they are not.

Basically you need like a version of 13.8.17 and then for each item where there is a shortage you repeat 13.8.17

What you want is in fact covered by MRP as is described. However, it is possible that you want to check your components the moment you enter the order. Try menu 3.8.17 or 3.8.16. I think these menus will satisfy your information need.

The new version of MSW/PSW, delivered with the Production Orders Module, will provide new functionality called, BOM Projected Quantity On Hand.  This feature in the MSW provides the ability to enter a theoretical scheduled QTY and then view the BOM PQOH impact for all levels above or below the scheduled item.  

Example: I enter a scheduled QTY for a finished item - I can view the BOM PQOH for all levels of the BOM to view where I have purchased and manufactured component shortages.  Based on where the PQOH shortage is resolved, will represent my ATP date.

Interested to see if you suceeded with this as we are currently reviewing it.  We need multi-level ATP at the time of sales order entry,  has anyone achieved this with standard QAD and/or add-on solutions ?
