Which .p file was used to create CIM templates?

In EB2, there used to be a .p file in which one could lanuch a maintenance function (eg User Maintenance) in order to create a CIM template for that specific Maintenance function.

What was that .p file and can it still be used in EE2014?

Not sure I understand exactly what you are asking but will try to answer it.  CIM files can be used for basically any .p program but only runs under the character version, so it will not work with any of the EE specific programs, basically financial.  You can still use it for manufacturing and distribution programs.  You need to change the program to run under terminal mode (right click on the progam in the menu and change properties), you can also use the right click to see the correct .p file name
