Issue loading a Traditional Chinese Character into a Taiwan database (code

Tried to load into the database using Net UI and Character but both are equating the character to "?". Currently using EB2.1 version Progress 9.1D08 on an HP UX OS ( HP-UX B.11.23). Tried to FTP a file with the value but value also converts to "?".
Any ideas? I'm thinking this is may be an OS/HP issue but do not know for certain.
Character is 欩
I'm wondering if I need to modify a convmap file or an HP font/code page file. We've had this database since 2008 and this is the first time I've had a user issue of this nature.

Can you let us know which menu you use to load the data?
I don't think you need modify any convmap file since Progress 9.1D officially supports traditional Chinese Character.
Can you double check to make sure the data file is not corrupt in the first place? Or attach it in this thread for so that we can conduct further analysis?

Thomas put me in contact with a QAD Translator Specialist who confirmed that the character we are trying to enter into the database is not supported by Big-5 code page which is the code page setup for our Taiwan database.
We were trying to enter the character in the Supplier Master Maintenance. Net UI GUI representation will allow the users to see the data in Unicode/UTF-8 but the database converts the value to a ? when it stores the data. I did not know with certainty that all Chinese characters were not able to be displayed in Big-5 code page representation so I thought we needed to update our Conversion map table.
Net result is that we cannot store this value in our current environment. We do plan on converting to EE12 and having an Asian database with UTF-8 code page storage in the future.
