What do you mean by New version of QAD?

Yes, it allows to create Inventory Transaction if part has zero Cost

General Ledger Transaction is not created if the Item has Zero GL Cost for the site.

Houcine is correct.  QAD has always allowed zero cost transactions to take place.  It just does not create the GL transaction.  It still does create the tr_hist.  If you want to stop this then you need to create a new Item Status to restrict transactions for zero costed items
