Dear my client has QAD2016EE and need to give or deny access to the dashboard menu, is it possible to do that?

On the end user's PC, you can remove the RolePage plugin. Navigate to the install directory, then open the plugins directory. From there, remove the qad.plugin.rolepage. That will remove the Dashboards from the menu.
